MRA E-Invoicing Compliance Guide 2026: EBS Setup for Mauritian Businesses
What is MRA E-Invoicing?
MRA EBS (Electronic Billing System) is Mauritius mandatory e-invoicing system. Every business that meets the turnover threshold must send invoices to MRA in fiscalised JSON format in real-time. This is not optional. MRA is expanding the scope every year, and businesses below the threshold should prepare now.
If you run a business in Mauritius, you need to understand what EBS means for your invoicing, your POS system, and your accounting workflow. This guide covers everything: which phase applies to you, what software you need, how to set it up, and what it costs.
Who Needs to Comply?
MRA is rolling out e-invoicing in phases:
Message us on WhatsApp for a free consultation.
- Phase 1 (May 2024): Businesses with turnover above MUR 100M
- Phase 2 (2025-2026): Businesses with turnover above MUR 80M
- Future phases: All VAT-registered businesses (turnover above MUR 3M)
The VAT threshold was lowered from MUR 6M to MUR 3M in October 2025. This means more businesses are now VAT-registered, and eventually all of them will need e-invoicing. If your turnover is below MUR 80M today, you have time to prepare, but do not wait until the last minute.
How to check: Look at your annual turnover from your most recent financial statements. If it is above MUR 80M, you need to comply now. If it is between MUR 3M and MUR 80M, you need to comply when MRA announces the next phase.
What Does an EBS Invoice Look Like?
An MRA-compliant e-invoice is not a PDF or a paper receipt. It is a structured JSON file that gets transmitted to MRA API in real-time. The invoice must contain:
- Business BRN (Business Registration Number)
- MRA Tax Account Number (TAN)
- Invoice number (sequential, no gaps)
- Date and time of transaction
- Item details (description, quantity, unit price, VAT amount)
- Total amount including VAT
- Payment method (cash, card, MCB Juice, bank transfer)
- QR code (generated from the fiscalised data)
The QR code is what the customer sees. It links to the MRA verification page where anyone can confirm the invoice is genuine. This is how MRA prevents tax fraud.
What Software Do You Need?
You need a POS system or invoicing software that is MRA-certified. The software must:
1. Generate fiscalised JSON invoices
2. Connect to MRA API
3. Transmit invoice data in real-time
4. Generate QR codes for each invoice
5. Store invoices for 5 years (MRA requirement)
Options for Mauritian businesses:
- Odoo with MRA module: Good for businesses already using Odoo. The MRA module adds e-invoicing to your existing ERP. Cost: Rs 50,000 to Rs 100,000 for setup. Learn more about [ERP integration in Mauritius](/blog/erp-integration-mauritius).
- Custom POS with MRA integration: Built specifically for your business. Handles your specific workflows, products, and payment methods. Cost: Rs 80,000 to Rs 200,000. See our [POS systems guide](/blog/pos-systems-mauritius) for more on what a POS needs in Mauritius.
- Third-party MRA-certified POS: Off-the-shelf solutions from certified vendors. Lower cost but less flexibility. Cost: Rs 15,000 to Rs 40,000.
- Cloud-hosted solutions: SaaS options that run in the cloud. No hardware needed, but ongoing monthly costs. Cost: Rs 2,000 to Rs 5,000/month.
What we recommend: For most Mauritian SMEs, a custom POS with MRA integration is the best option. It handles your specific workflows, integrates with your existing systems, and you own the software. Third-party solutions lock you into their ecosystem.
Step-by-Step Setup Process
Step 1: Determine Your Phase
Check your annual turnover. If above MUR 80M, you need to comply now. If below, prepare for the next phase.
Step 2: Choose Your Software
Pick a MRA-certified solution based on your business size, number of outlets, and integration needs. Consider:
- How many invoices do you process per day?
- Do you need multi-outlet support?
- What payment methods do you accept (cash, card, MCB Juice, MauCAS)?
- Do you need integration with your existing ERP or accounting software?
Step 3: Register with MRA
You need a Tax Account Number (TAN) and API credentials from MRA. Register through the MRA portal or visit an MRA office. You will need your BRN, TCC (Tax Compliance Certificate), and business registration documents.
Step 4: Configure Your System
Set up your POS or invoicing software with:
- Business details (name, BRN, TAN, address)
- Product catalog with VAT rates (15% standard, 0% for exempt items)
- Payment methods (cash, card, MCB Juice, bank transfer)
- User accounts and permissions
Step 5: Test with MRA Sandbox
MRA provides a sandbox environment for testing. Send test invoices and verify they are correctly fiscalised. Check that QR codes generate properly and invoices appear in the MRA portal.
Step 6: Go Live
Once testing passes, switch to production. Start sending real invoices to MRA. Monitor the first few transactions to make sure everything transmits correctly.
Step 7: Train Your Staff
Your team needs to understand the new workflow. Train cashiers, accountants, and managers on how to use the new system effectively. If you are also looking at digital transformation across your business, read our [SME digital transformation guide](/blog/sme-digital-transformation-mauritius-2026).

How Much Does It Cost?
Here is a realistic cost breakdown for a Mauritian SME:
| Item | Cost Range |
|------|-----------|
| POS software with MRA integration | Rs 15,000 - 100,000 |
| Hardware (tablet, receipt printer, barcode scanner) | Rs 20,000 - 50,000 |
| Setup and configuration | Rs 10,000 - 30,000 |
| Staff training | Rs 5,000 - 15,000 |
| Monthly hosting and maintenance | Rs 2,000 - 5,000/month |
| Total first year | Rs 52,000 - 200,000 |
For a small shop with one outlet, expect to spend around Rs 50,000 to Rs 80,000. For a multi-outlet business with custom workflows, expect Rs 150,000 to Rs 200,000.
The ongoing monthly cost is Rs 2,000 to Rs 5,000 for hosting, support, and updates.
Common Mistakes to Avoid
Waiting too long. MRA is expanding the scope every year. Businesses below the current threshold should start planning now. The last thing you want is a rush implementation when MRA announces the next phase.
Choosing the cheapest option. A Rs 15,000 POS might save money upfront, but if it cannot handle your workflows, you will end up with workarounds and manual processes. Invest in a solution that fits your business.
Ignoring integration. Your e-invoicing system needs to talk to your accounting software, inventory system, and payment processors. Siloed systems create double work and errors. Read about [e-commerce compliance in Mauritius](/blog/ecommerce-compliance-mauritius) to understand how MRA requirements fit into your broader business systems.
Skipping the sandbox test. Always test with MRA sandbox before going live. A failed transmission to MRA in production can cause compliance issues.
Not training staff. The best software fails if your team does not know how to use it. Budget time and money for training.
What If You Already Have a POS?
If you already have a POS system, check whether it supports MRA e-invoicing. Many existing POS systems in Mauritius do not. You have three options:
1. Upgrade your POS: Some vendors offer MRA modules for existing systems. Cost varies.
2. Add an MRA module: If your POS has an API, you can build a middleware layer that converts invoices to MRA format. Cost: Rs 30,000 to Rs 60,000.
3. Replace your POS: If your current system cannot support MRA, it is time to upgrade. Consider this an opportunity to improve your overall operations.
